VILLAGE WEST PROPERTY OWNERS ASSOCIATION
January 1, 2011 Dear Village West Property Owner: This is important! We need to come together to fight the October 27, 2010 and March 15, 2011 water rate increases, totaling 71% proposed by Canyon Lake Water Service Company (CLWSC). Many of our residents signed the recent petition protesting these water rate increases. The Coalition for Equitable Water Rates (CEWR) is made up of volunteers from our and other POAs, who are fighting for us through that petition gathering effort, and now they need our help to retain water rate experts to research and represent us in the protest process. CLWSC will come prepared with their lawyers and consultants, and so should we! Should the CLWSC water rate increase requests be approved by the Texas Commission on Environmental Quality (TCEQ) through the protest process, your average cost could increase by over $ 600 per year (based on 10,000 gal/month usage). Take a look at your CLWSC bills over the past four months. Increase them by 71%, multiple by 3, and you will see the average annual impact for your residence. The first 38% increase will be added to your January water bill. Look at the comparisons of the area residential water rates. Does this seem like a reasonable cost to you?

| Village West is one of the largest community and water user served by CLWSC. The proposed CLWSC rate increase could impact our property values and quality of life. We are asking you to step forward and help by contributing at least 10% of your annual incremental water cost (approximately $100 for the case above). The CEWR is working very hard for you and will use your contribution to fight the proposed water rate increases.
